MISSION OF CEDAR GROVE-BELGIUM MIDDLE SCHOOL The Cedar Grove-Belgium Middle School, in partnership with the community, is dedicated to providing an educational program that is responsive to the specific needs and characteristics of young adolescents. *The purpose of the school is to prepare students to be life-long learners through a challenging and relevant curriculum. *Providing a student-centered environment is a collaborative effort involving students, teachers, administrators, support staff, families, and the community. *Parental involvement is vital to the education of the middle level student. *We are committed to the belief that all students can learn and be successful socially, emotionally, physically, and academically. *We need to respect and promote healthy diversity so that interaction among our students is positive and respectful. *We strive to promote a safe, positive, encouraging, and caring environment. The school day is from 7:40 a.m. to 2:42 p.m. Students who arrive early need to wait outside until 7:20 a.m. Beginning at 7:20 a.m., students may sit and study in the commons area. All students are to be out of the building and off school property by 3:00 p.m. unless staying for a supervised activity, event or performance.ATTENDANCEA student's attendance in school is important for successful achievement. The principal or attendance officer is empowered to approve a legal excuse to any student for the following up to 10 times per year. Excused absences include:
1. Illness *Medical appointments, illnesses, quarantines, or court appearances verified by the agency or doctor are not counted toward the 10 times that parents/guardians or legal custodians can use to excuse absences. Written notice with the date and time of the appointment and a signature from the agency is required upon return to school. Parents or guardians must call the school office at (920) 668-8518 or (262) 285-3031 to report a student absence before 9:00 a.m. on the day of the absence. Messages dealing with attendance can be left on the answering machine at anytime. If the school is not notified by telephone on the first day of an absence, the student must have a note or phone call from the parent or guardian within 24 hours of returning to school. If this procedure is not followed, a student will be given an unexcused absence. Upon receiving ten unexcused absences. Absences that exceed the ten parent excused absences are unexcused. A student who is absent from school without an acceptable excuse for part or all of five or more days is considered habitually truant and may be referred to Social Services for truancy. Parents requesting homework should call the school before 9:30 a.m. Homework assignments may be picked up at 3:00 p.m. and no later than 3:30 p.m. in the school office. Teacher voice message mailboxes are accessible twenty-four hours a day. An anticipated absence from school should be requested at least 3 full days in advance of the absence if possible. A dated note from home indicating the date(s) and the reason for the absence should be brought to the school office. The student must obtain an “Anticipated Absence Form" from the office. The teachers of the student sign the form and the student returns it to the office at the end of the day. Students are obligated to complete course work and assignments prior to or during the absence. The principal will give final approval for such absences. Students who are absent from school, for reasons other than those listed on the previous page, may be given an unexcused absence. When a student receives an unexcused absence, it shall be counted toward the Cedar Grove-Belgium District Truancy Plan. When a student is absent, the student is responsible for making up schoolwork that is missed during the absence. Upon returning to school, it is the student’s responsibility to arrange to make-up work with the classroom teachers. Students will be permitted one day for each day of an absence to complete schoolwork missed. If students are absent due to a school activity, the student will be expected to be prepared for the following day’s class work. Any student who is truant will receive no credit for the class work that was missed. Students requesting to drop or add band or chorus need to consult with the school counselor. Any schedule changes involving band or chorus will be honored with teacher-parent consent and at the end of each quarter. Sponsoring school organizations will plan school dances. Dances will be limited to Cedar Grove-Belgium Middle School students. Cedar Grove-Belgium Middle School has as part of its educational program counseling and guidance services. Services offered include individual, educational, academic, career, and group guidance counseling. The counselor can assist students with referrals to outside agencies when deemed necessary. Students wishing to see the counselor should stop by the guidance office to make an appointment. Parents should feel free to call for an appointment if they have any questions regarding their child. Questions that pertain to student schedules, student-student conflicts, courses, requests for grade updates, and student personal issues are to be addressed with the school counselor. Dress and AppearanceAll students are expected to dress and groom themselves neatly in clothes that are suitable for school activities. Any type of attire, which attracts undue attention to the wearer, and thus creates a disturbance in the school, is not acceptable. Pupils will be asked to return home to make necessary changes in their appearance. Hats and caps are not to be worn in the building during school hours except for special occasions that are approved by the principal. Dress that promotes the use of drugs, alcohol, tobacco, or dress that has sexual suggestions or references, or is harassing or threatening in nature is not to be worn to school. The building administrators will determine the type of attire that is acceptable. Students sent home to change will be given unexcused absences. Alterations to appearance that disrupt the normal operation of the school should not be worn: i.e., face paint, unnatural hair color such as green, purple, pink, etc. Electronic Pagers - 2 Way CommunicatorsWisconsin State Statute 118.258 prohibits students from using or possessing an electronic pager or 2-way communicator on school property. Students found with either of these devices will need to surrender them to school administrators. School administrators shall in special occasions allow students to use these devices. Such permission must be approved before the device is brought on school property. Gum/CandyGum chewing and candy eating are not allowed while at school. Chronic offenders will be assigned to clean-up duty or after school detention. Honor RollStudents
are recognized for academic excellence. The requirements for making the
Honor Roll are: Students must show proof that they have received the required immunizations. When a student has received additional immunizations, he/she must bring proof of dates to the middle school office. Law enforcement officials may interview students without the presence of a school official or without first notifying the parent of the impending interview. This procedure is necessary in order to avoid interfering with any police investigation. MedicationAny student who is required to take medication during the day must turn the medication in to the middle school office at the beginning of the day. The medication will be dispensed to the student when necessary. The student may pick up the medication at the end of the day. School forms must be signed by the parent/guardian and by the doctor issuing the medication. The medication must be in the original container. Any student with failing end of year grades may be considered for retention. Effective September 1, 2002 a formal retention/promotion policy approved by the board and consisting of scores on the WKCE, academic performance, teacher recommendations, and other academic criteria will be in effect. Report Cards & Progress Reports Report cards will be issued every nine weeks. Teachers will send progress reports home with students who have below "C-" or not working up to their capacity during the fifth week of each grading period. Conferences among teachers, students, and parents may be arranged by any of the persons involved whenever they feel there is a need. School ClosingsAnnouncements of school closing because of inclement weather will be made over radio stations WHBL 1330 AM, WGLB 100.1 FM, WCNZ 950 AM, WMIL 106 FM, WOKY 920 AM, WTMJ 620 AM, and TV Channels 4, 6, & 12 as early as possible. STUDENT ACTIVITIES – ACADEMIC STANDARDS In order to be eligible to participate in the activities that are sponsored by the Cedar Grove-Belgium Board of Education, a student must be in good standing. These activities include band/choir field trips and non-competitive performances. Students failing a course at the end of the 4 ½ week progress report period, will receive a minimum of one suspension from performance/competition and until satisfactory progress has been demonstrated and approved by the appropriate teacher and middle school athletic coordinator. Students failing a course at the end of a 9-week grading period will be ineligible for performance/competition. The following standards will be in effect: One

Five (5) school day suspension from performance/competition The suspension period begins on the Monday following the distribution of progress reports or grades, and just affects the performance/competition. Students are expected to attend team meetings and practices during a period of ineligibility. The following sports are sponsored by the Cedar Grove-Belgium Board of Education:
Volleyball
Grades 7 & 8 Except in cases of family emergencies, students participating in afternoon or evening activities must be in attendance on the day of the activity. If a student misses school because of illness or is absent with the school’s approval, the student will be excluded from participating in afternoon or evening activities that day. If the absence is UNEXCUSED, the student may be excluded from participation in Saturday and Sunday performances or competitions as well. The attendance requirement may be waived by the principal if the absence is for an unavoidable, non-illness related reason. Ski Club – The ski club is open to students in grades 7-8. Ski trips are scheduled for both downhill and cross Country skiing to various ski areas throughout Wisconsin. Beginning skiers are welcome. Weight Lifting Club – This activity is open to boys and girls in grades 7-8. The exercising program runs from 4:00-5:30 p.m. on Monday, Wednesday, and Friday. Scrap Book Club - This activity is open to students in grades 5-8. Forensics Club - This activity is open to students in grades 5-8. Aviation Club - This activity is open to students in grades 5-8. STUDENT DISCIPLINETeachers have at their discretion a number of means to positively reinforce positive behaviors. Possible means for reinforcing positive behaviors include: verbal praise, personal notes, positive phone call to parents, special privileges, individual class reward activities, grade level rewards, and team celebrations. The above is not intended to be an all-inclusive list. Situations or problems that may occur during the school year that are not specifically covered in this handbook will be governed by Board Policy and decided by the middle school principal. General Expectations of Students The following statements are general expectations of students at Cedar Grove-Belgium Middle School. In addition to the general behavior expectations listed below, each student will be provided with a behavior plan that pertains to each grade level team.
1. Be punctual and
maintain regular attendance. Any conduct which causes or creates a reasonable likelihood that it will cause a substantial disruption in or material interference with any school function, activity, or purpose, or that interferes with or creates a reasonable likelihood that it will interfere with the health, safety or well-being, or the rights of themselves or others is prohibited. The preceding is a general standard that should be used as a guide by all students. Not all acts of misconduct can be itemized here. Situations or problems that may occur during the school year that are not specifically covered in this handbook will be decided by the building principal. The following is an enumeration of some of the main areas of conduct which may lead to disciplinary action such as detention, confiscation of material, revoking privileges, removal from the school setting by law enforcement officers, probation, exclusion, mandatory program reassignment, suspension, or expulsion. Exclusion, suspension, expulsion, and mandatory program reassignment shall be administered in accordance with the standards established by state law. 1. Use of violence, force, noise, coercion, threat, intimidation, fear, insubordination, harassment, sexual harassment, or other similar conduct in a manner that constitutes an interference with school purposes or violates another person’s human rights. Students who believe they are victims of sexual harassment must report their concerns to the building principal or school counselor to assure consistency in handling the complaints. Procedures used in handling the complaints will be in accordance with Board Policy.
2. Abusive or profane language
will not be tolerated. Violations of a, b, c or d above may lead to permanent expulsion from school. This restriction extends beyond the normal school day, including all school sponsored extra-curricular activities. Parents and/or law officials may be contacted if violations occur. THE USE AND/OR POSSESSION OF THE FOLLOWING ITEMS IS STRICTLY PROHIBITED
1.
Alcoholic
beverages Failure to adhere to school expectations in regard to the above mentioned may result in any or a combination of the following disciplinary actions:
Parental Notification The students at CGBMS are divided into teams. Each team of teachers formulates rules and guidelines for students to follow. Once the team determines that the student has violated a series of team rules and the team has exhausted their interventions, the student is then referred to the office. The following disciplinary actions are available to staff members in regard to inappropriate student behavior:
-verbal/written warning Referral to the principal – students who are sent to the office will become involved with the following consequences as deemed necessary. These consequences are examples of the type of behavior intervention strategies utilized by the office and may be used in combination to help students avoid repeat situations. Possible intervention strategies include:
-counsel student on the problem Detention is held from 2:45 p.m. to 3:15 p.m. Monday - Friday. Students must bring work to the assigned detention. Students may not sleep, eat, drink, talk, or disturb the other students. Any infractions of this policy will result in immediate dismissal from the detention with a detention assigned for the next school day. Students assigned to detention shall arrange their own transportation home. All students will be given 24 hours notice before they must serve detention. If a student is absent on the day he/she was assigned to serve detention, he/she will be required to serve detention upon return to school. Teachers will notify parents when a student fails to show for assigned detentions. Upon skipping a detention, two detentions will then be assigned. Students who chronically skip detentions will be referred to the office. The following reasons shall be considered sufficient cause for student expulsion.
1. The
willful or malicious destruction of school equipment or property. In the interest of the school the above grounds demand expulsion, but the expulsion may not be based upon a pupil's exceptional educational needs as defined in Wisconsin Statue 115.76(3). B. Purpose Expulsion is limited or permanent termination of enrollment by action of the Board of Education. The purpose of expulsion is to maintain an orderly educational system, to eliminate undesirable influences on other pupils, and/or to rehabilitate pupil conduct. It may be imposed when other remedies have been exhausted or when the severity of conduct merits it. C. Procedures
1. A principal may
recommend expulsion to the Board of Education through the district
administrator, identifying the pupil and specifying the alleged grounds
for expulsion. If the district administrator accepts the principal's
recommendation, the district administrator shall schedule a hearing on the
charges with the Board of Education. Expulsion For Possession Of Facsimile Firearms Under this law, Wisconsin Act 191, no person may carry or display a facsimile firearm in a manner that could reasonably be expected to alarm, intimidate, threaten or terrify another person. Whoever violates this section is subject to expulsion. In this law, "facsimile firearm" means any replica, toy, starter pistol or other object that bears a reasonable resemblance to or that reasonably can be perceived to be an actual firearm. "Facsimile firearm" does not include any actual firearm. The law does not apply to the following:
a) Any peace officer
acting in the discharge of his or her official duties. Expulsion for Endangering Employees or Board Members Wisconsin Act 284, provides that a pupil may be suspended or expelled from school for conduct which endangered the property, health or safety of any employee or school board member of the school district in which the pupil is enrolled. Expulsion for Smoking, Tobacco, Intoxicants and Controlled Substances Students are not permitted to smoke or possess smoking materials, including all tobacco products, in the school building, or on school property. This applies to all school-sponsored activities as well as the regular school day. Violations for possession or using tobacco products on school property or at school functions will be as follows:
a) First offense - one day out-of-school suspension Students are not to consume alcoholic beverages, illegal intoxicants or controlled substances before or during school hours, before or during school activities, at home or away. Students are not to have any alcoholic beverages or illegal intoxicants in their possession during school hours or at school activities. Violations for use, consumption or possession of any alcoholic beverage, illegal intoxicants (including near beer), or controlled substances will be as follows: a)
First offense - contact law enforcement.
Suspension from school and appearance before the Board of Education
for expulsion hearing. A. Registration Each 5-8 student registering for classes will be required to pay the following fees: Material Fee: $15.00 Students are expected to buy their own folders, paper, writing pens and pencils, calculator etc. Students must furnish the necessary materials for each class. Additional fees will be charged for the following: Grades 7 & 8
Gym Lock (grades 7 and 8)
$5.00 Where applicable, the 6th grade band fee will be collected 2nd. Semester. B.
Band Instruments C. School Lunch Program We have a closed lunch program and all students must eat in the commons. The following rules will be followed at the school cafeteria: a) No
food is to be taken out of the commons. D. Textbooks Students will be charged for any damaged or missing textbooks at the end of the year check out.
1. All lockers made available
for student use on the school premises, including lockers located in the
hallway and dressing rooms, are the property of the school district.
School authorities have a responsibility and a right to examine the
contents of these lockers for reasons of health, safety, and security. We wish to emphasize that the school district does not provide any type of health or accident insurance for injuries incurred by your child at school. The school has accident insurance available (at student's expense) through Student Assurance Services, Inc. of Stillwater, Minnesota. This plan provides benefits for medical expense incurred because of an accident. An explanation of the cost and benefits is explained on the premium envelope. Information about student insurance may be obtained in the school office. Tardy
Procedures B. Tornado ProceduresThe 5th and 6th grade students and faculty enter the girl’s locker room and disperse evenly. Students are to resume the “duck and cover” position. The 7th and 8th grade students and faculty enter the boy’s locker room and disperse evenly. Students are to resume the “duck and cover” position. Use of School PhonesStudents are to use the pay phone in the east hallway but never during class times. The phone in the main office is for medical emergencies only. Visitors to the Cedar Grove-Belgium Middle SchoolAny person wanting to visit Cedar Grove-Belgium Middle School must have permission from the principal. School officials reserve the right to refuse visitors based on the school situation and past cooperation. The practice of bringing visitors to school is discouraged. School is a place for students to learn and study. Visitors will be required to state the reason for the visit. Student work permits may be obtained in the High School Office. The person applying should bring with them a letter from their employer, a permission letter from their parent, social security card, birth certificate, and $5.00.
